It's an indoor joke...
There are a couple ways to do it, but the easiest way is with a comb. When you do paper marbling with oil base inks (that float on water) you use tubs that have large metal combs you move through them. You can also make a very similar effect on canvas with acrylic paints. The best way to learn the idea of the technique is to squirt a bunch of acrylic paint into different color stripes in a row onto the canvas. Then drag a comb (a regular hair comb with every other pick broken off works really well) and drag it through the paint. Depending on how you move the comb you will get different patterns as the paint is moved into the other colors :) Hopefully that makes sense!

Most marbled papers are made with water based inks too though, you can make them float when you add a "size" such as Carrageenan or Methylcellulose powder to the water. Then you just lay the sheet of paper down over the water surface to pick up the colors. Lots of ways to do it, but thats the most traditional :)
